Long time in the feature backlog, but would like to see this and not be able to review a show until its finished airing.

a lot of people react before the anime even releases, to get their reaction to be at the top. While genuine reactions that are posted after release, are stuck at the bottom. it sucks

I agree and make it stricter: the Reactions should be blocked until the show's Status updates to "Finished" AND the user marks it as "Completed" (that way, smartasses won't be able to prematurely mark it as Completed just to start blabbering incomplete reviews).
As for the Rating... Either use the same method ('cause people already have the Posting space to talk about the show)... or: block it until the show's Status updates to "Currently Airing" AND the user marks it as "Started", in order to provide some indication of the show's popularity and percentual "quality so far" if you wish to.
PS: Of course I realize that my first suggestion won't work for ongoing infinite shounens - through my way they would never get Reactions. So maybe add an alternative: the Reactions should be blocked until the show has released 30 episodes (or 30 weeks have passed since it started airing or something) AND the user marks 30 episodes as "Seen". 26 episodes is the most I've seen a normal-length show entry have, hence I suggest at least 27 as the criterion.

mstvc: Or u could add a default filter to the reviews that only shows the reviews of people who completed the anime. If the anime is still airing, the filter will be disabled by default. The user can change the filter to any x number of episodes if they want. The filter can also be disabled by the user. Like how steam has the option to filter game reviews by "playtime."

Blocking before is a good idea, however, a score should also count less if you've seen less than a certain percent of a show... This would make it so that people who finish a show and rate it for it's entirety will be prioritized. Only issue with this is that people shows that are actually shit will get better scores because the ones that finish it will probably rate it higher than the ones that drop it early...

abra: Well, sometimes a show is so shit that you'll know the score you'd give it quite fast... I personally have some shows that I could immediately tell the score of... Like Digibro says, if you know what to look for, you can tell wether a show will be good or not in an episode, and sometimes this also extends to ratings... I do however think that ratings should mean less when people haven't seen everything yet... I'll just list a few that I personally didn't need more than an episode to tell that it didn't deserve a higher score than I gave it... Beatless, could tell by the first episode that I would hate this show... Isekai wa smartphone to tomo ni, could tell by the first episode that I would hate this one as well, though, I gave it a second episode just to prove my point, hated it even more... The Reflection, again, could tell by the end of the first episode that I would hate it...
I also often know what I would score a show by the first episode, so it isn't only for bad shows...

Reina: But what about shows that have big drops in production value or have a boring mid-section followed by a really satisfying conclusion? Obviously you can usually tell if something is well-made or utter garbage by a handful of episodes. Personally, I just don't like to give ratings for things I don't see all the way through, and I tend to quickly drop things that don't keep my interest :P.

abra: Well, isn't the fact that you feel the need to drop something enough to give it a low score already? The rating you then give will be based on what you've seen... I don't usually score a show that I drop because of a lack of interest in the type of show, I score shows that I drop because the show is bad in and of itself... I've never seen a show that starts of bad but turns good (except for Gintama, because it had a two episode filler to celebrate that it turned into anime) so yes, it may not be completely accurate, but it won't be completely off either...

Reina: That sounds great but when you've watched 200 episodes of One Piece and the site is acting like you still aren't that familiar with One Piece because it's like 800 episodes... but you've literally watched like 4 years worth of episodes...

stepper: I've seen the first few episodes of shows at events before their release date though. Violet Evergarden had its first 2 episodes shown at the KyoAni Do Event, and they later showed the first 3 episodes at another event
